Under the USDA/FAS Food For Progress (FFPr), SFL will implement a six-year program in Senegal, the Gambia, and Guinea-Bissau (SeGaBi) called “Linking Infrastructure, Finance and Farms To Cashew (LIFFT-Cashew), with a goal to develop and upgrade value chain linkages necessary to support an integrated regional trade network for the cashew value chain. With four program components (market infrastructure, financial services, market access and linkages, and on-farm practices), LIFFT-Cashew will create durable trade infrastructure, increase access to financial services, organize and train smallholder farmers to increase production and bargaining power, and build the capacity of local processors to add value to kernels in the SeGaBi cashew production zone of West Africa. As a result, the program will benefit smallholder farmers, a range of processors, and a variety of other businesses along the cashew value chain.


Position Summary

Monitoring & Evaluation

  • The Monitoring & Evaluation Manager plays a technical and managerial lead to implement the M&E system for the LIFFT-Cashew program in Senegal, The Gambia and Guinea-Bissau. M&E Manager will work closely with the COP, DCOP and component managers and regional specialists, as well as HQ M&E Adviser and West Africa Program Officer. And will be responsible for enabling evidence-based decision-making processes by project leadership, timely development of project M&E systems, effective training and implementation of M&E activities and reporting on M&E results. This position reports to the LIFFT-Cashew Chief of Party in Senegal and the M&E Specialist at Headquarters.

Primary Functions & Responsibilities:

  • Develop and implement the project’s MEL system, including developing and refining indicators; setting targets; monitoring project progress; ensuring timely data collection; writing monthly semi-annual and annual reports. Ensure compliance with SFL and USDA standards and reporting
  • Provide inputs to the technical team by assisting in developing program goals and objectives; MEL systems, tools, and strategies, including database(s); and providing monitoring data to inform the decisions on project performance and future direction to the project.
  • Regularly produce high-quality reports on the results of the project against the project goals and objectives to the project management team, and others as needed.
  • Collaborate with the technical and management teams to identify essential project activities, processes, and outcomes to document, and design a system for capturing lessons learned and best practices
  • Develop a clear roadmap of M&E objectives and related activities to be integrated into the project planning and budgeting cycles. Ensure overall coordination and streamlining of M&E activities in the operation and harmonization of indicators
  • Support the development of results chains for each activity that maps out how the activity generates outcomes and impact in line with the project theory of change. Develop a tailored monitoring and results measurement plan for tracking performance of the results chains.
  • Build capacity of project staff and project partners in data collection, reporting and overall monitoring and evaluation. Assure quality of trainings and other activities delivered to/by partners and compose reports of observations and recommended actions. Facilitate periodic learning events with operations team to support an adaptive management approach and human-centered design of interventions.
  • Ensure the coordination of learning agenda activities as well as oversight and technical inputs for the delivery of action research products and reports. Effectively inform project leadership, key personnel, partners, and the donor in making vital adjustments for maximizing project effectiveness.
  • Design standard data collection and survey tools based on project needs and conduct pre-tests and adjustments for uniform comprehension.
  • Contribute to planning and execution of baseline, mid-term, annual surveys, and impact evaluation studies at household level. Support the development of work plans and operational plans.
  • Provide guidance on data collection, measurement, and sampling methodologies to ensure quality data is collected and entered the project database. Maintain data storage, data quality and conduct data analysis
  • Seek advanced technical support from and collaborate with regional and global monitoring and evaluation advisors for overall coordination of priority M&E activities.
  • Champion and encourage use of SFL’s data management tools, including Salesforce and TaroWorks (work closely with IT to promote a focused approach to the use of technology in data collection and analysis)
  • Perform other related duties as required.

Required Qualifications:

  • Advanced degree in a business, economics, statistics, or international development-related studies required
  • At least 3 years of experience with USG Development Projects as M&E Manager, including designing, planning, and implementing M&E systems, analyzing and reporting using a logical framework, results chain, and other strategic planning approaches
  • Proven experience managing, influencing, and motivating internal and external teams and stakeholders.
  • Prior experience developing baseline, mid-term and/or final program assessments/ evaluations and research protocols.
  • Knowledge of data collection protocols to ensure accurate data collection and verification; ability to identify data trends and communicate this information for strategic decision-making in program implementation
  • Must be a self-directed, highly organized person who can effectively prioritize and follow through on multiple initiatives simultaneously.
  • Excellent organizational, verbal, and written communication skills to manage project communications and disseminate project information are required
  • Excellent skills in MS Excel, Word, PowerPoint, Outlook, internet. Experience managing Management Information Systems (MIS) and in other statistical packages like SPSS, STATA has an added advantage.
  • English language fluency required. French and Portuguese are preferred.
  • Must be citizen of Senegal, The Gambia and Guinea-Bissau. Prior work experience in West Africa; Senegal, The Gambia and Guinea-Bissau experience strongly preferred.

Position is open to Senegalese, Gambian, or Bissau-Guinean nationals only. The position will be based in SFL’s project office in Ziguinchor, Senegal. It requires regular travel between the offices and within the project zone.
